First-time setup

Four checks are enough before the first public registration.

1. Open Components > Easy User Approval > Configuration.
2. Under Recipients, leave User group on Super Users, or add the people who should decide.
3. Under After the decision, leave Group on approve as Registered unless new members should join another group.
4. Register a test account on the public site. It should appear in the queue, and it should not be able to sign in.

Saving with no users, no group, and no valid extra address is refused.
